I'd say it was instrumental in mitigating a diplomatic disaster. I think Hiashi got careless when he killed the spy/kidnapper/diplomat rather than capturing him. At least, from what I've seen of Jyuuken, it seems ideal for taking prisoners, and even if the guy hadn't been important, it would've been nice to interrogate him.The cursed seal was instrumental in avoiding a diplomatic disaster a few years ago

To me, it seems even more useful for preventing other villages from acquiring the byakugan from a willing donor.The Caged Bird Seal is highly unethical by our standpoint, but as SLAMU said, as a means of keeping enemies from accquiring it from an unwilling donor, it is advantageous.
